FHWA Provides Guidance on Use of IIJA Funds

Just before Christmas, the Federal Highway Administration (FHWA) published a memorandum entitled “Building a Better America – Policy Framework,” which articulates a policy framework for the implementation of the Infrastructure Investment and Jobs Act (IIJA). The informal guidance lays out a set of goals it hopes the projects and grants will further. The memorandum also notes that FHWA is actively soliciting input on these matters through a recently-opened Federal Register Docket; ACPA government affairs staff intend to submit comments in response to this request for information.

The concrete pavement industry is well-positioned to employ our product to further the goals outlined by this memorandum, taking advantage of the forthcoming opportunities. The landscape is particularly ripe around resilience, environmental/sustainability considerations, and an emphasis on directing “Federal funds to their most efficient and effective use…”. Our industry has a great story to tell in each of these areas.

Another highlight in the policy framework is the focus on reconstruction and replacement as priorities, which represents significant opportunities for ACPA members.
