ACPA and Allies Advance Priorities at Fly-In

Top lawmakers and administrative officials, as well as 150 leaders from ACPA and other cement & concrete industry organizations, advanced the industry’s funding and policy narrative during the Fourth Annual Cement & Concrete Fly-In hosted by the North American Concrete Alliance (NACA).

In all, 33 ACPA members, staff, chapter representatives represented the concrete pavement industry during the fly-in, which included 154 meetings with 215 offices of Congressional leaders and senior staff. The event began with prepared remarks by legislative and administrative leaders on a range of topics, including highway investment and related policy matters.

Keynote speakers included House T&I Chair Peter DeFazio (D-OR-04) and Ranking Member Sam Graves (R-MO-6); Senate EPW Chair Tom Carper (D-DE) and Ranking Member Shelley Moore Capito (R-WV); as well as Bipartisan Senate Climate Solutions Caucus Co-Chair Senator Mike Braun (R-IN). Following Senator Braun’s remarks to the Cement and Concrete Fly-In, he mentioned the concrete industry specifically during an Appropriations Committee Hearing with Transportation Secretary Pete Buttigieg.

Speakers from the Administration included Tomás Carbonell, Deputy Assistant Administrator for Stationary Sources in the Air Office at EPA; Dr. Shuchi Talati, Chief of Staff for Fossil Energy at the Department of Energy; and Andrew Wishnia, Deputy Assistant Secretary for Climate Policy at the Department of Transportation.

Also on the program were Ed Mortimer, US Chamber of Commerce, with an outlook on how the infrastructure package is shaping up inside the Beltway. Political Analyst Jim Ellis of BIPAC presented a look at the political landscape of Washington, DC.

In more than 200 virtual sessions, the industry participants engaged with members of Congress from their states. NACA members advocated for a bipartisan infrastructure package, increased funding for developing carbon capture technologies, workforce development, and other critical issues for the industry during these meetings. In addition, robust funding, a multi-year highway bill, and durable alternatives to the Highway Trust Fund topped the ACPA agenda. (Source:  PCA)
